Evaluation: Judge Garcia received generally positive ratings. For example, attorneys rated Judge Garcia well for writing clear, thorough and logical decisions, for maintaining proper control over the proceedings, and for being attentive to the proceedings. Court staff gave Judge Garcia positive ratings for his dignified demeanor and for respecting all court employees regardless of their position. Among resource staff (e.g. law enforcement officers, probation officers, etc.), the judge received positive scores for being courteous to all participants and for having a dignified demeanor. However, the court staff rated Judge Garcia somewhat lower when it comes to being punctual in commencing proceedings. The judge indicated that some delay may be related to his travel schedule and that he will continue to work towards improvement in this area.

Experience & Education: Judge Garcia was elected to serve as District Judge in November 2002. He presides over a civil and criminal docket, and is one of the Drug Court Judges for the First Judicial District. Judge Garcia received his undergraduate degree in Business Administration from the University of New Mexico and received his law degree from the University of New Mexico School of Law. Judge Garcia is a member of the Hispanic Bar Association and the New Mexico District Judges Association.
